He is the Founder and CEO of the Digital Governance Institute where he provides digital governance / conformance schemes and cyber assurance advisory services. In this capacity he has been working with the C2PA on their governance framework and conformance program.
As a career IT Audit Leader, Scott specialized in auditing certification authorities, trust anchors on the Internet, leading to an expertise in establishing rules and audit practices to a wide range of cryptography use cases. Areas include: decentralized identity, content provenance and authenticity, blockchain and trusted communication. He has worked with the world's most respected SSL-certificate issuers, aerospace and defense companies, and government agencies such as the US Senate Sergeant at Arms and Federal Aviation Administration
He is a Co-Chair the Trust Over IP Foundation’s Steering Committee and its Ecosystem & Governance Working Group where he has authored and contributed to most of its governance and assurance publications driven to create standards and accountability in decentralized identity and verifiable credential networks.
